{"id":15272,"date":"2025-06-05T08:30:22","date_gmt":"2025-06-05T12:30:22","guid":{"rendered":"https:\/\/www.rochester.edu\/university-research\/?p=15272"},"modified":"2025-12-30T12:08:40","modified_gmt":"2025-12-30T17:08:40","slug":"new-nsf-annual-certification-re-malign-foreign-talent-recruitment-programs","status":"publish","type":"post","link":"https:\/\/www.rochester.edu\/university-research\/new-nsf-annual-certification-re-malign-foreign-talent-recruitment-programs\/","title":{"rendered":"NEW NSF Annual Certification re: Malign Foreign Talent Recruitment Programs"},"content":{"rendered":"<p>Dear Colleagues,<\/p>\n<p>In <a href=\"https:\/\/www.rochester.edu\/university-research\/research-security-update-foreign-talent-recruitment-programs\/\">April 2024<\/a>, the Vice President for Research notified the research community that the National Science Foundation (NSF) would begin requiring researchers to certify that they are not members of a Malign Foreign Talent Recruitment Program (MFTRP) both (1) at the time of proposal submission, and (2) annually thereafter. As of May 20<sup>th<\/sup>, 2024, NSF implemented this certification at the time of proposal submission but did not implement its annual certification at that time.<\/p>\n<p>NSF has now provided further details on its annual certification requirement: Beginning <strong>June 7, 2025, all Principal Investigators (PIs) and co-Principal Investigators (co-PIs)<\/strong> named on an NSF award made <strong>on or after May 20, 2024 <\/strong>must <strong>certify annually in Research.gov <\/strong>that they are not party to a MFTRP.<\/p>\n<p>Impacted PIs and co-PIs will be prompted to complete the MFTRP certification upon signing into Research.gov (using the Sign In link at the top of <a href=\"https:\/\/urldefense.com\/v3\/__http:\/www.Research.gov__;!!CGUSO5OYRnA7CQ!Y60vUBA3PWPUFZatMeh4BrJdjN8uadSSHWsAPje8NjjR-16Wl4YgY7l7rgtCmmFByAqN6GQn2FqZwjTm41Y-nyCNfIlgUDpj0ziZ$\">www.Research.gov<\/a>). PIs and co-PIs with more than one active award made on or after May 20, 2024, are only required to certify once, annually. Once completed, PIs and co-PIs can view their MFTRP certification response under the Academic \/ Professional Information section of their profile. NSF is also working to expand the MFTRP annual certification requirement for all senior\/key personnel roles at a future date.<\/p>\n<p>As a reminder, the University maintains a <a href=\"https:\/\/www.rochester.edu\/policies\/policy\/malign-foreign-talent-recruitment-programs-foreign-talent-recruitment-programs\/\">Policy on Foreign Talent Recruitment Programs and Malign Foreign Talent Recruitment Programs<\/a> that prohibits \u201cCovered Individuals\u201d from participating in MFTRPs. We encourage PIs and Co-PIs to review the definition of \u201cMalign Foreign Talent Recruitment Program\u201d in this policy as well as the University\u2019s <a href=\"https:\/\/www.rochester.edu\/university-research\/compliance\/research-security\/foreign-talent-recruitment-programs\/\">guidance<\/a> on these programs.<\/p>\n<p>For further consultation, researchers may contact the University\u2019s Research Security Officer <a href=\"mailto:joe.doyle@rochester.edu\">Joe Doyle<\/a>.
